How to make text over images

I want to place a text block over an image. How can i do it?

Issues in some Androids

We notice some issues with newer versions of android: 8, 9 and 10
Looks like post from the app won't work and notifications won't fire up. Google changes the way things work every version
But we are working in a solution and soon we will have an update to solve this.
