1887, ainda não havia molhes na barra da Lagoa dos Patos, ingressar no porto era (e ainda é) uma manobra complexa e arriscada. O navio Rio Apa vinha do Rio de Janeiro em direção a Montevideo trazendo cerca de 126 pessoas a bordo. Faria uma parada em Rio Grande para embarque e desembarque de passageiros. Construido nos estaleiros da Henry Murray Co, de Glasgow, Escócia em 1879 o Rio Apa era um luxuoso navio de passageiros de cerca de 67m de comprimento com deslocamento de 902t.
